I, along with Mike Norscia and Rich Harter, had the opportunity Thursday to meet with General Holiefield and his staff and Mike Letkowski along with Joe Peters staff. It was an opportunity to share with them some of our concerns with the manner in which the company is violating our national and local agreements.

 

I was very impressed with the support that General gave us and it really re-energized me in knowing that our International Union has our backs. Everyone in the room was sincerely concerned about the welfare of our laid off members.

 

Our disagreements with the company will not disappear overnight. But I must say that everyone involved is working very hard to resolve each and every one of our issues. Please continue to stand strong and united, as one solid union.

Nardelli's Arrogance and Anti-American Greed

As most of you know by now, Nardelli and company have released a recall list that details their plans on the bump back rights of our Local 412 membership. It basically ignores the seniority rights that we have fought for over the decades.

We have a meeting scheduled with Morris Simms for this Thursday to discuss these very issues. For the record, Local 412, along with the Unit 1 leadership, firmly believes that the company is once again ignoring our National and Local Agreements.

If this proposal by the company is initiated, I can assure you that there will be a reaction from the union. Please spread the word with your brothers and sisters. More information will be forthcoming.

We are absolutely certain that our International Union will do everything in it's power to straighten our situation out.

VA Hospice and Palliative Care Grows
Consultations for Veterans Nationwide

The Department of Veterans Affairs (VA) is providing hospice and palliative care to a growing number of veterans throughout the country as the need continues to rise for care and comfort at the end of life. VA provides palliative care consultation services at each of its medical centers and inpatient hospice care in many of its nursing homes throughout the country. VA contracts with community-based hospice programs to enhance VA’s ability to provide this critical service when and where needed. “Wherever veterans receive their health care, VA has a system in place to address their hospice and palliative care needs,” said Secretary of Veterans Affairs Dr. James B. Peake. “We are dedicated to providing compassionate care and personal assistance to the thousands of veterans and their families who face terminal illnesses.” Nearly 9,000 veterans were treated in designated hospice beds at VA facilities in 2007, and thousands of other veterans were referred to community hospices to receive care in their homes. The number of veterans treated in VA’s inpatient hospice beds increased by 21 percent in 2007. In addition, the average daily number of veterans receiving hospice care in their homes paid for by VA increased by 30 percent this past year. Because of the large number of World War II and Korean era veterans and a tripling of the number of veterans over the age of 85 from 2000 to 2010, the increase in the need for hospice care is expected to continue. The proportion of Vietnam-era veterans over the age of 65 will continue to increase through 2014, when Vietnam veterans will account for nearly 60 percent of all veterans in that age group. VA’s expansion of its hospice and palliative care capabilities came about through collaboration with community-care providers. In 2001, the National Hospice-Veteran Partnership Initiative began to build partnerships between VA facilities and community hospice providers, funded in part by the VA and by nonprofit groups such as the National Hospice and Palliative Care Organization and the Advanced Illness Care Coordination Center. To date, VA has partnered with community hospice programs in 35 states to promote hospice services that are not provided directly by VA staff. These partnerships help veterans transition from VA hospitals to their homes in the community. Palliative care adds a focus on quality of life and comfort to veterans with life-limiting illness, and their families. Palliative care consultation teams include physicians, nurses, social workers and chaplains. Additional support may be provided by pharmacists, rehabilitation therapists, recreation therapists, mental health professionals and other specialists. VA provides palliative care consultation teams at all of its hospitals nationwide, although such services are provided at only about one-fourth of all American hospitals. Nearly half of all veterans who died in VA facilities received care from a palliative care team prior to their deaths. “VA is committed to helping veterans spend their final days with dignity and comfort, in the setting that best fits their needs and wishes,” Peake said.

Layoffs at PROC and CTC

 
I received a few calls asking why the company did not offer buyout packages before the layoffs. As all of you now by know, the company laid off 119 Unit 1 and 80 employees, with most of them being designers. At the same time, the early retirement and VTEP buyouts offered in December were also honored by the company. This means that the layoffs that took place, came along in tandem with the early out and VTEP offers. The amount of employees that accepted the offers didn’t add up to the number of union employees the company wants to eliminate. Therefore, the layoffs. So to answer the first sentence in this article, early retirement and VTEP packages were offered. 
What the company did was reckless and disgusting to say the least. Is this the end of layoffs in our local? We don’t know. The company is not communicating very well with the union. But we do know that if we don’t all band together and support one another, we will fail. Don’t let anyone try to divide us during these times because of what unit number you may or may not belong to.
If warranted, we will be initiating informational pickets at different locations in the near future in order to let the public know the inexcusable behavior that Cerberus is allowing to happen to our brothers and sisters. Some of our members are asking if we are going on strike. Striking the company is the very last resort. We have many tools to use in order to resolve the issues that we all face. We plan on using all of the tools that we have at our disposal. We are not looking for war, but we are looking to resolve these issues by bringing our membership back to work.

Major Contractual Change to Health Care Coverage

Please remind our membership of this major contractual change to healthcare coverage. 

Principally Supported Children ( defined as children related by blood or marriage, ie: grandchildren , under age 19, or 19 to 24 if a full time student, unmarried, living with you and reported by you to the IRS as your dependant) can NOT be added as a covered dependant on your Healthcare after 1/1/2008. 
Current "Principally Supported Children" (before 1/1/2008) will be Grandfathered on your coverage.  Coverage for these children will remain only as long as eligibility requirements are maintained, 
IF ELIGIBILITY IS TERMINATED FOR ANY REASON, RE-ENROLLMENT WILL NOT BE ALLOWED. Do NOT ignore ANY dependant audits sent by Benefit Express.
If this applies to you, be PRO-ACTIVE! Call Benefit Express 888-456-7800 (at least every four months) ensure the ANNUAL certification requirements are met.
We cannot get the coverage reinstated if a certification is missed!

The above does not apply to your natural children, step children, legally adopted children, or children by legal guardianship.

National Foot Care Program

Here is an update on the National Foot Care Program (NFCP).  

On December 14, 2007, a court order placed NFCP in a liquidation state because it could not be successfully rehabilitated due to its financial condition.  If members or providers have outstanding claims to be paid, a Proof of Claim form must be filed by June 14, 2008 in order for the claim to be processed.

Attached is a copy of the Proof of Claim form that the State of Michigan is in the process of mailing out to providers and members.  Also attached is the Proof of Claim Instructions.  Here is some information on what to tell your members with questions.

 1.  If your member's provider has billed NFCP and no payment has been made

  • A Proof of Claim form along with the claim that was submitted by the provider (claim form UB 92 or CMS 1500 (HCFA 1500) ) must be filled out completely and sent to the address on the instruction sheet, which is: National Foot Care Program, Inc. PO BOX 760547, Lathrup Village, MI 48076


2.  If your member is being billed by a provider

  • A Proof of Claim form must be submitted along with a copy of the claim from the doctor.  Sending in statements, invoices or bills without the unpaid claim WILL NOT BE ACCEPTED.  Providers submit claims to NFCP on UB 92 or CMS 1500 (HCFA 1500) claim forms.  The member will have to request these claims from their provider.  
  • If there is more than one claim, they will have to note this on #7 of the Proof of Claim form, and total the amount of each claim they are submitting.  
  • If any part of the claim has been paid by the member, the amount must be noted on #8 of the Proof of Claim form.
  • Numbers 9 - 11 on the Proof of Claim form should be marked as not applicable (N/A), unless the member states otherwise.


3.  If a member paid their provider and is requesting reimbursement from NFCP

  • Members must fill out the Proof of Claim form and include proof of payment, such as a copy of a cancelled check (front & back), a credit card statement showing the amount paid or a statement from their doctor showing the bill was paid.  A UB 92 or CMS 1500 (HCFA 1500) claim form must be included with the proof of payment.


4.  If a member receives a collection notice from a provider

  • Collection letters can be faxed to 248-423-1077 and someone from the State of Michigan will contact the credit agency where the collection notice was sent to stop further action.  The member will then need to fill out the Proof of Claim form and follow the procedure stated in #2 above.

Things to remember

Although providers are being sent these Proof of Claim forms to complete, members should not depend on the provider to send this in.  If a member has a claim that is unpaid, the member should take the initiative to file a Proof of Claim to ensure that NFCP receives it.  The deadline to submit all claims is June 14, 2008.  Processing of claims will occur but no payments will be issued until the court decides the final outcome.  General questions on the Proof of Claim can be directed to NFCP at 1-800-922-1695 or by sending an email to proofofclaim@nationalfootcare.com.  No claim determination will be given over the phone.

Layoff update

As of this morning, the layoffs have been cancelled. We hope that the company is permanently cancelling them. We want to thank our International Reps. from Region 1 and Solidarity House for their much needed assistance. We asked for their help and they really showed up for us. I also want to thank all of our Unit Chairs and Local Officers at the Tech Center for showing a great show of solidarity. And without a solid backing from our membership, we as a union probably wouldn’t survive issues such as this one.

We hope that management, begins next year by sitting down with our Chrysler Chairs and Officers and sincerely talk about working together to make Chrysler profitable by working with us, not against us. We are ready. It’s all up to them.

I guess we can finally say Merry Christmas.

Possible Chrysler Layoffs

Chrysler layoff update

As we speak, our International Union is heavily involved in discussions with the company about these possible layoffs. As of this minute, the union has not been notified in writing concerning any layoffs. I have been on the phone with many Reps., and they seem to be very “pissed off” at the company, as we are.

As soon as we have some information, we will pass it on as soon as possible.
